The program does not ensure that prior to becoming the teacher of record candidates

  • pass a rigorous standardized test on reading instruction; nor does the program require that candidates
  • complete an adequate course in reading instruction.
Although candidates are required to complete at least one course in reading instruction, the course does not adequately cover all five essential components of reading instruction: phonemic awareness, phonics, fluency, vocabulary, and comprehension strategies.
